Byways & Highways Successfully Removes Article 14 Holding Directive from the Highways Agency
27th August 2008Byways & Highways Ltd has once again been instrumental in the removal of an Article 14 issued by the Highways Agency in relation to a development proposal for B1 offices at Treleigh Industrial Estate, Redruth in Cornwall.
The development of 8 high quality factory units in an established estate is being promoted by Priority Sites. Priority Sites is a unique joint venture which brings together the strengths of a major private sector financial group, The Royal Bank of Scotland and a public sector national regeneration agency, English Partnerships.
The Highways Agency continues to monitor developments in the region very closely and is often inclined to issue Article 14 holding directives in response to Planning Applications, where they identify any specific concern in relation to DfT Circular 02/2007 "Planning and the Strategic Road Network".
This action effectively prevents a Local Planning Authority from determining the Planning Application for that particular development and often requires experienced transport consultants to resolve the issues satisfactorily.
