The importance of traffic engineering has increased significantly. Transport policy has moved away from 'predict and provide', and large-scale road-building programmes. The efficient and safe management of the existing road network requires Highway Authorities to rely on traffic engineering techniques. The need to make the best use of existing assets, including road space, has driven the development of new techniques to improve public highway infrastructure.
