Traffic Regulation Orders
Traffic Regulation Orders are the legal means whereby restrictions on traffic movements such as speed limits, one-way streets, turning and waiting bans are imposed on public roads.
The requirement for Traffic Regulation Orders may arise from the need to address a specific issue at a single point on the road network, or from a policy decision. The procedures are complex and it is not unknown for Orders to be unenforceable owing to poor wording, lack of precision or a failure to follow the correct consultation procedures.
Orders are imposed by the Highway Authorities (local councils) for the purposes of:
- Avoiding Danger to Road Users
- Preventing Damage to the Road or Structures
- Facilitating Traffic Movements
- Preventing Unsuitable Vehicle Movements
